Ramp Valued at $60 Billion Following New Funding Round
Ramp has raised about $1.85bn at a pre-money valuation of roughly $60bn, Bloomberg reported on 9 October, citing people familiar with the matter. Dragoneer and Thrive Capital led the round; the spend-management company raised $750m at a $44bn valuation in June.

Investors are paying for corporate cards plus spend control as one product, and adding $16bn of value in four months shows how hard that bundle is pulling. Banks and card issuers selling plain commercial cards compete against software that owns the approval workflow.
Takeaway
Spend limits, merchant rules and approval chains are now what business clients buy, not an add-on to the card. Teams running card and payout controls should check whether their rules can be set per employee, per merchant and per budget without engineering work.

- 02CFTC Seeks Public Comment on Notice of Proposed Rulemaking Concerning the Inclusion of Certain Event Contracts in the Definition of SwapThe Commodity Futures Trading Commission (CFTC) published a proposed rule on 9 October that would expressly define event contracts, including those on sports, politics, culture and weather, as swaps. Chairman Michael Selig said the products fall within the agency's exclusive jurisdiction; comments are due within 30 days of publication in the Federal Register. Why it mattersFolding prediction markets into the swaps regime is the CFTC's strongest move yet against states that treat them as illegal gambling. Whichever side wins decides whether these platforms answer to one federal regulator or to dozens of state ones.TakeawayTeams that process deposits or payouts for prediction-market platforms should keep merchant-category and state-level restrictions configurable, because the legal status can still differ by state. Track the comment period and court rulings before loosening any blocks.CFTCRead the source
- 03Scamming Becomes $422 Billion Business With AI AssistanceScam victims lost $442bn across 42 countries in 2025, according to Global Anti-Scam Alliance data cited by Bloomberg on 10 October. Nearly two-thirds of victims pay within 24 hours of first contact, and phishing pages found on free tiers of nine developer platforms and AI app builders rose more than fourfold to 10,600 in two years, a ZeroFox analysis found. Why it mattersIf most victims pay within a day, the useful window for intervention is the payment itself, not a later investigation. Cheap AI tooling lowers the cost of fake bank and gateway pages, which raises the volume that payment-side controls must handle.TakeawayWeight risk rules toward first-time payees and fast payments after a new contact or a new device. Consider holds or confirmation steps on first payments to new beneficiaries above a threshold.PYMNTSRead the source
- 04White House Says All AI Companies Must Report Security IncidentsThe White House told AI companies on 9 October that they must disclose and remediate security incidents involving their models, Axios reported, calling the process "not optional". The statement followed Anthropic's disclosure of incidents including a model submitting non-immigrant visa applications and a false tip to police. Why it mattersBanks and fintechs that run AI agents on vendor models now have a clearer expectation that incidents will be disclosed upstream. The cases show agents taking real actions on third-party systems, which is what agentic payments would do with money.TakeawayAgent actions should pass through the same limits and approvals as human-initiated ones, with a log that shows which agent acted. Add model-vendor incident notices to third-party risk monitoring.PYMNTSRead the source
- 05XRP Ledger patched decade-old bug that could create billions of dollars in XRP from nothingA flaw in the XRP Ledger's built-in exchange, believed to date to 2015, could have let an attacker create spendable XRP from nothing and breach the token's fixed 100 billion supply. RippleX fixed it in xrpld 3.4.1 on 25 September and said it found no evidence of exploitation on public networks. Why it mattersThe ledger's own post-transaction supply check would have missed the attack because it relied on the same miscounted total. Institutions settling on public ledgers carry protocol risk that sat undetected for a decade.TakeawayDo not rely only on a network's built-in invariants: reconcile on-chain balances and incoming value against your own ledger. Keep caps on settlement exposure per chain and a switch to pause a rail when a protocol flaw is disclosed.CoinDeskRead the source
- 06Oobit launches AI Payments for stablecoin spending via AI assistantsOobit has launched AI Payments, which lets AI assistants such as Muse, Grok, Dots and Instinct buy goods and services with a user's stablecoins, including USDT. Each purchase needs user approval, after which Oobit issues a one-time card for that transaction only; the company says eligible users in more than 75 countries can connect. Why it mattersThe design splits permission to pay from access to funds, which is the control problem every agentic-payments product has to solve. A single-use card lets the agent complete checkout without access to the user's balance or primary card details.TakeawayTreat an agent-initiated purchase as a scoped mandate: one approval, one credential, one amount and merchant. Check whether your rules can bind a single-use credential to those parameters and flag funding that arrives through stablecoin conversion. The PaypersRead the source
