Visa makes progress in China, but still faces hurdles
The People's Bank of China on 13 October approved Visa's application to prepare a domestic bank card clearing business in China, a step short of an operating licence. Visa seeks a wholly owned business, unlike the joint ventures of Mastercard and American Express; TD Cowen says Visa has up to a year to prepare before applying for a full licence.
Read the sourceWhy it matters
A wholly owned clearing licence would let Visa route domestic renminbi card payments itself, a different proposition from serving cross-border spend through partners. The scale question remains: Alipay, WeChat Pay and UnionPay dominate, so this changes the market structure on paper long before it changes volumes.
Takeaway
No practical change yet: Visa cannot operate domestically until it receives a full licence. Teams with China-facing card flows should simply track the licensing milestones.

- 02Exclusive-Banking watchdogs ramp up AI scrutiny as stability fears mount, sources sayThree top US regulators, including the Federal Reserve, are questioning banks about advanced AI, including Chinese-developed models, AI agents in cyber defence and control of autonomous systems, Reuters reported on 13 October, citing people familiar with the matter. Supervisors including the Bank of England and the ECB are pressing banks to improve recovery plans over AI risks. Why it mattersSupervisors are moving AI from an innovation topic to an operational-resilience and third-party-risk topic, which is where examination findings come from. Banks will pass the same questions to fintech partners whose models and agents touch their customers or payment flows.TakeawayPrepare an inventory of every AI model and agent in your payment and risk stack, with its provider and the controls that can stop it. Expect partner banks to ask for it in due-diligence reviews.ReutersRead the source
- 03Amex introduces a framework to prevent AI agents from making unauthorized purchasesAmerican Express on 13 October introduced its Intent Intelligence Framework, which captures and authenticates a customer's purchase instructions before an AI agent completes a transaction and carries them through the transaction lifecycle. A Create Intent API records constraints such as merchant and maximum budget, the customer authenticates, and a Proof of Intent Token is used to obtain a payment credential. Why it mattersAgentic payments turn on one question: who is liable when the agent buys the wrong thing. A signed, machine-readable record of what the customer authorised gives networks and issuers a basis for disputes, and whichever intent format wins will shape chargeback rules.TakeawayTreat a customer's signed intent (merchant, budget, scope) as a policy input and check agent-initiated payments against it before authorisation. Log the intent identifier with each transaction so disputes can be resolved against it.TechCrunchRead the source
- 04Samsung Wallet to Bring Stablecoin Access to Eligible Galaxy Users in the USSamsung Electronics America said Samsung Wallet will add USDC for eligible US Galaxy users in the last week of October, across 82 million compatible devices, with transfers to crypto wallets and to qualifying bank accounts in more than 60 countries in local currency. Bastion will run the service with Coinbase as sub-custodian; Samsung says it is not a money transmitter. Why it mattersA default phone wallet on tens of millions of devices puts stablecoin remittances in front of mainstream users without a crypto app, competing with remittance providers on cost and reach. The licensed partner behind the button, not the device maker, carries the compliance load, a model other consumer brands may copy.TakeawayExpect inbound transfers that start as USDC and arrive as local-currency bank credits; make sure your monitoring can see the originating provider. If you run payouts, this is new competition on retail corridors to the more than 60 destination countries.Samsung Electronics AmericaRead the source
- 05Largest Philippines crypto exchange, Coins.ph, said to face central bank regulatory actionCoins.ph, the largest crypto exchange in the Philippines with over 18 million customers, faces punitive action from Bangko Sentral ng Pilipinas, CoinDesk reported on 13 October, citing two people with knowledge of the situation. The exchange controls some 75–80% of peso-to-stablecoin liquidity in the country and is said to have handled transactions involving restricted offshore gaming and gambling companies. Why it mattersWhen one venue holds most of a country's fiat-to-stablecoin liquidity, a supervisory action against it becomes a corridor risk, not just a crypto story. In one of the world's largest remittance markets, payout providers that lean on that liquidity could lose their cheapest route overnight.TakeawayIf your peso payouts or stablecoin off-ramps depend on a single local venue, set up a fallback route and routing rules to switch to it. Review counterparties for exposure to offshore gaming flows.CoinDeskRead the source
- 06NIBSS Launches Open-Source Payment Stack For Instant Transfers, QR Codes, Phone PaymentsNigeria Inter-Bank Settlement System (NIBSS), owned by the Central Bank of Nigeria and the country's licensed banks, has deployed the National Payment Stack, an ISO 20022 instant-payments platform built on Transactility's open-source-based jPTS switch. It supports account-to-account transfers, QR merchant payments, alias payments using phone numbers and bulk payments, and NIBSS retains access to the source code. Why it mattersA national switch operator choosing source-code control over a proprietary vendor is a notable model for emerging-market rails. ISO 20022 and alias payments at the core make Nigeria's domestic rail easier to connect to for cross-border and fintech players.TakeawayIf you pay out to Nigeria, ask your local partners when they will expose alias-based and ISO 20022 payments on the new stack. Richer payment data can feed name and account checks before funds leave.Arise NewsRead the source
- 07National Bank of Bahrain Taps TerraPay to Expand Cross-Border PayoutsNational Bank of Bahrain (NBB) has partnered with TerraPay to expand its international payouts, using its existing Swift link to reach TerraPay's network of bank accounts, digital wallets and local payment systems. TerraPay says the network covers more than 12 billion endpoints and can receive Swift messages in ISO 20022.Why it mattersBanks are reaching wallets and local rails through payout networks that plug into Swift, instead of building corridor-by-corridor connections. That lets Gulf banks compete with fintech remittance players on reach while keeping their existing messaging stack.TakeawayIf you route Gulf payouts through bank partners, check which destinations they now reach via wallet networks and compare cost and speed with your direct providers. Confirm that beneficiary data survives the Swift-to-wallet hop for screening.Fintech News MERead the source
