The EBA classifies USDC as the first significant e-money token in the European Union
The European Banking Authority classified USDC, issued in the EU by Circle Internet Financial Europe SAS, as a significant e-money token under MiCA, the first of 45 notified EMTs to receive that status. From 12 November, direct supervision of USDC's own funds, reserve of assets, liquidity, and recovery and redemption plans moves from France's ACPR to the EBA.
Read the sourceWhy it matters
Once dual supervision starts, an EU-level authority will oversee USDC's reserves, which banks and PSPs choosing a settlement token are likely to weigh in its favour. The decision also shows how the EBA will treat the next token that crosses the significance thresholds.
Takeaway
Teams that route or hold USDC for EU clients should track the EBA's reserve and redemption requirements from 12 November and reflect them in issuer-exposure limits. Treat significant-EMT status as a separate attribute in routing and limit rules, not as a blanket approval.

- 02Mastercard and BVNK launch Global Money Platform to power a multi-money worldMastercard and BVNK launched Mastercard Global Money Platform, a single API through which banks, fintechs and enterprises can embed multi-currency fiat and stablecoin accounts, real-time conversion, stablecoin-linked cards and local bank payouts via Mastercard Move. Nuvei and Marqeta are among the first to integrate it, the first major integration since Mastercard acquired BVNK in August. Why it mattersA card network now sells stablecoin accounts, conversion and payouts as one embeddable product, which removes much of the reason to stitch together separate crypto and fiat providers. Independent stablecoin infrastructure firms face a competitor with Mastercard's distribution.TakeawayIf you route payouts through several fiat and stablecoin providers, assess whether a single API changes your vendor map and concentration risk. Make sure your rules can treat stablecoin and fiat balances in one account as distinct assets with their own limits.MastercardRead the source
- 03Cross River Embeds Ripple USD Stablecoin on the XRP Ledger into its Core Banking Infrastructure, Expanding Faster Payment Capabilities for BusinessesCross River Bank is partnering with Ripple to integrate the RLUSD stablecoin into its proprietary Core Operating System, with support for transactions on the XRP Ledger, as an additional payment rail. Fintechs will be able to move between US dollars and RLUSD and access ACH, wires and real-time payments through a single API; services are currently available only in limited states. Why it mattersA bank that powers fintech programmes putting a stablecoin next to ACH and wires on the same API makes stablecoin settlement a bank product rather than a crypto integration. Other BaaS banks will face pressure to offer a comparable rail.TakeawayAsk your partner banks whether a stablecoin rail is on their roadmap and with what limits and state coverage. If you add one, apply the same policy, limits and monitoring as for ACH and wires rather than a separate process.Cross RiverRead the source
- 04UniCredit receives ECB approval to acquire control of CommerzbankUniCredit received ECB authorisation to cross the 30% threshold in Commerzbank and to raise its stake further without an upper limit. UniCredit expects the remaining regulatory processes and offer conditions to be completed around year end, when it will hold about 50% of Commerzbank's voting rights and be able to take control. Why it mattersECB clearance moves a cross-border takeover of a major German bank closer to completion, with the remaining steps expected around year end. Commerzbank's corporate and payment clients should expect integration changes once control passes.TakeawayIf Commerzbank is a partner bank in your stack, plan for changes in service terms, integrations or risk appetite once control passes. Keep an alternative route ready rather than waiting for notices.UniCreditRead the source
- 05FSB finalises sound practices for the responsible adoption of artificial intelligence (AI)The Financial Stability Board published its final report setting out 12 sound practices for responsible AI adoption by financial institutions, after a consultation launched in June. They cover board oversight, AI risk management and documentation, use-case materiality, explainability, human oversight, cyber risk and third-party AI dependencies, and the FSB urges boards to reference them in their frameworks. Why it mattersWith the FSB encouraging boards to reference the practices, supervisors and partner banks are likely to use them as a yardstick for AI in risk and payment decisions. The human-oversight and third-party sections will reach vendors as much as banks.TakeawayInventory where models or agents influence routing, limits or risk decisions, and document who oversees and can override each. Expect partner banks to ask for that record, including third-party AI dependencies.Financial Stability BoardRead the source
- 06Kraken parent eyes EU license with bank acquisitionPayward, the parent of Kraken, agreed to buy Lithuania-based Saldo Bank, an upgrade from the Irish e-money institution licence it now holds; terms were not disclosed and the deal is pending regulatory approval. Payward expects the bank to let it offer European users interest on deposits, lending and banking-as-a-service such as card issuance and SME lending. Why it mattersOwning a bank would let Payward hold deposits, lend and offer BaaS under its own licence, beyond what its e-money licence allows. If approved, it would compete with neobanks and EMIs on deposits and BaaS, not just on trading.TakeawayNo action is needed until the deal is approved. If a crypto-owned bank starts offering BaaS and card issuing in the EU, assess it as a partner with the same due diligence on safeguarding and concentration as any other.Banking DiveRead the source
- 07HKMA announces “ART” Framework to promote responsible A.I. adoptionThe Hong Kong Monetary Authority announced its "ART" framework (accountability, resilience and trust) for AI in banking, with new supervisory guidance and a training-data sharing platform. A planned discussion paper on agentic AI will explore a registry of material AI agents; over 60% of use cases in its second GenAI sandbox cohort were agentic. Why it mattersA registry of material AI agents would treat agents as supervised objects in their own right rather than as generic models. If the idea spreads, banks elsewhere will face similar inventory demands for agents that can act on accounts.TakeawayTreat each AI agent that can act on payments as an inventoried object with an owner, permissions and a way to stop it. That is cheaper to build now than after a supervisor asks.Hong Kong Monetary AuthorityRead the source
- 08ePayments Systems Limited enters special administrationePayments Systems Limited, an FCA-authorised e-money issuer, entered special administration on 15 October, with Mark Boast and Allister Manson of Opus Restructuring appointed as joint special administrators. The administrators will manage customer claims and return funds where possible, and the firm remains FCA-authorised during the process. Why it mattersEvery EMI failure puts safeguarding back under scrutiny and makes partner banks and schemes more cautious about EMI counterparties. The cost lands on well-run EMIs too, through tougher due diligence.TakeawayCheck whether any route or counterparty in your stack touches the firm and stop new flows to it. Review how your rules react when a counterparty's licence or insolvency status changes.FCARead the source
- 09Ant International Obtains Licences to Expand Its UAE Payment ServicesAnt International received two licences from the Central Bank of the UAE: a Retail Payment Services and Card Schemes Category II licence, a step towards merchant acquiring by its Antom unit, and a Stored Value Facilities licence that lets WorldFirst offer cross-border financial services. The central bank granted in-principle approval for both in August 2025.Why it mattersIts own UAE licences put Ant on track to compete with local acquirers through Antom and to offer WorldFirst accounts directly, alongside the partner-based acceptance it already has via Alipay+. For UAE merchants and SMEs, that could add a large global alternative.TakeawayIf you serve UAE merchants or cross-border sellers, expect Antom acquiring and WorldFirst accounts to appear as new options. Plan to evaluate them as routes once they go live.Fintech News Middle EastRead the source
- 10Sweden’s Riksbank Recommends Digital Krona PreparationsSweden's Riksbank urged parliament's Finance Committee to start preparing legislation for a possible digital krona, three years after a government inquiry found insufficient need for one. It cited the ECB's planned 2027 digital euro pilot and growing use of foreign-currency stablecoins, and estimates a launch would take at least five years plus legislation. Why it mattersThe Riksbank's case rests on dollar stablecoins and the digital euro, which reframes the CBDC debate as one about monetary sovereignty rather than declining cash. Other non-euro central banks in Europe may make the same argument.TakeawayNo near-term action: a digital krona is at least five years away. Keep rail and currency definitions flexible enough to add new forms of money when they arrive.CointelegraphRead the source
- 11Cabinet approves Fairfax’s ₹52,878-crore bid for IDBI Bank; largest FDI ever in India’s financial sectorIndia's Cabinet Committee on Economic Affairs approved selling the government's and LIC's combined 60.72% stake in IDBI Bank to a Fairfax Financial Holdings entity for ₹52,878 crore, which the government called the largest foreign direct investment in India's financial sector. The deal still needs regulatory approvals and an open offer to minority shareholders. Why it mattersHanding control of a state-linked lender to a foreign investor shows India is prepared to privatise banks, not just sell minority stakes. It may open the door to more foreign capital in Indian bank ownership.TakeawayNo practical consequence for orchestration teams outside India. The HinduRead the source
